School Board Approves Contracts for Eight GOB Projects

The Miami-Dade School Board approved the commissioning of architects and construction managers for services related to eight General Obligation Bond (GOB) projects valued at approximately $72.9 million, during their regular monthly meeting.

Voters overwhelmingly approved the GOB in 2012 to renovate, remodel and replace schools; expand student capacity; enhance safety; and provide technology upgrades. The following are details of the projects:


Miami Springs Senior High School – The scope of work for this project includes: resurfacing and re-striping of parking lots, drives and basketball courts; replacement of basketball goals, damaged concrete walks, and damaged classroom lavatories; selective replacement of ceiling tiles, flooring, heating, ventilation and air conditioning (HVAC) components (with some ductless HVAC service options being considered) and interior fluorescent light fixtures; renovations to one facility and group toilet renovations; and selective interior paint and kitchen upgrades.

Total project allocation – $12.4 million (partial GOB funding) Completion – March 2022

Total Sub-Consultant M/WBE 10 percent


Flamingo Elementary School – The scope of work for this project includes: a new elevator, play area, kitchen water heater, covered walkway and additional drop-off location; selective demolition, site restoration, addition of entry court, replacement of exterior doors, re-roofing, toilet renovation; replacement of interior lighting and ceilings and exterior paint; replacement of existing Kindergarten play area, exterior railing system including stairs, windows, flooring, acoustical ceiling tile, grid and interior lighting, sanitary sewage and domestic water piping; removal of boiler and components; water coolers with Hi/Low ADA compliant units; repair/replacement of HVAC, electrical service upgrades, PA and clock system as required; re-coating and re-striping of parking areas and drives; install security cameras and security alarm systems; and upgrades to fire alarm, sound system and stage lighting.

Palmetto Middle School – The scope of work for this project includes: new covered walkway to Drop-off, storage rooms, and sidewalk to connect one building to a central breezeway; selective roof repair in case of any Shingle Granule Loss, replacement of windows, HVAC repair/replacement and electrical service upgrades as required, including new electric energy management system and interior and exterior painting as needed; replacement of drinking fountains with filling station style fountains; remodeling/renovation of group toilets; removal of lockers, including base wall, patch and repaint; enclosure of shower area in locker rooms.

North Miami Beach Senior High School – The scope of work for this project includes: new multi-purpose play field/running track with rubberized surface, new fire-retardant stage curtain, new auditorium lighting and sound system, marquee sign at entry, and 680 feet of fencing including three double gates with panic hardware; selective replacement of acoustical ceiling and fluorescent lighting with new Light-Emitting Diode (LED) fixtures, flooring replacement, cabinets, electrical upgrades, security alarm system upgrades, and HVAC repair/replacement and electrical service upgrades as required; removal of lockers and free-standing cases in entry common spaces and creation of in-wall trophy cases; replacement of smoke doors with new fire-rated glass panels and four double-entry doors with new impact glazed steel doors and frames and hardware; washer and dryer, fire suppression for the kitchen, movable partitions for auditorium seating area, seating repairs; resurfacing and re-stripping four basketball courts; exterior painting, including repair and preparing surfaces for painting throughout. Several local contracting services will complete these extensive repairs, with an electrical service company similar to Safe and Sound Electric (safeandsoundelectric.com/lighting-and-fans/), completing the electrical wiring needed for the auditorium, for security, and the other electrical upgrades and maintenance required for the school to work sufficiently.

Also included are various ADA renovations throughout the entire facility including the following: replacement of electrical water coolers with bottle fillers, built-in reception counter in the administration area, ramps and railing, retractable bleachers in the gym with end rails and wheelchair spaces, campus-wide signage and related finishes; and selective replacement of fixtures in newly renovated group restrooms.

Joella C. Good Elementary School – The scope of work for this project includes: new fire alarm system, aluminum covered walkway connecting the parent drop-off to the building walkway on the east side of the school, digital marquee sign and security cameras; resealing and re-striping the staff/visitors parking lot, the main entrance bus drop-off, and the parent drop off; resurfacing and re-striping of basketball courts; selective upgrade of perimeter fencing, window repair and replacement, HVAC repair/replacement and electrical service upgrades as required renovation of restrooms; upgrade door signage to comply with ADA throughout the facility; replacement of canopy lights throughout the facility; exterior painting, including repair and preparing surfaces for painting throughout entire campus.

Total project allocation – $3.1 million (partial GOB funding) Completion – August 2021

Total Sub-Consultant M/WBE 35 percent


New Elementary School – This project to be located at S.W. 157th Avenue and S.W. 174th Street in Miami, includes the re-use of M-DCPS’ Doral Grand Bay K-8 (Phase I) plus construction of a two-story building (approximately 59,225 gross square feet), on a vacant parcel of approximately 6.72 acres, which is part of the South Region, with a capacity of 750 student stations. The facility will include seven Kindergarten classrooms with individual toilet rooms; 20 primary classrooms, eight individual toilet rooms on the first floor); 10 intermediate classrooms; two Exceptional Education classrooms; Skills Development Lab comprised of one general purpose classroom, and one bilingual education classroom; art, music/performance platform; resource and teacher planning rooms; media center with reading room, technical processing/media resource, audio visual storage, and Closed Circuit Television (CCTV); administration, Student Services and support spaces; dining/multipurpose room and full production kitchen, support spaces and serving areas; student group toilet and staff toilet rooms; custodial, electrical, and mechanical rooms and all required ancillary spaces; and P.E. shelter, playground and two hard courts. Note: Primary Play Area will be planned but is not-in-contract for construction in this project.

Comstock Elementary School – The scope of work for this project includes: a new, three-story classroom building, approximately 38,140 gross square feet, with covered walkways, landscaping, grading and drainage; selective demolition; a new parking area, landscaping, drainage and lighting; a new emergency generator and a new Energy Management System (EMS); fire alarm system with connections to all campus facilities (exception for Building 1, which is scheduled to be demolished in Phase II); new security cameras connecting to the existing security camera system; and exterior painting, including repair and preparing surfaces for painting throughout entire campus.

Total Sub-Consultant M/WBE 26.8 percent

Miami Lakes Middle School – The scope of work for this project includes: recoating and restriping of parking lot, service yard and drives; demolition of four portables and site restoration (as needed); resurfacing and restriping hardcourts; new drinking fountain at hardcourts; replace 28 exterior metal doors; selective replacement of windows; convert/reconfigure/renovate spaces throughout facility to

create new classrooms, including walls, doors, flooring, lighting, HVAC, fire sprinkler, etc.; selective upgrade toilet rooms; replace movable partitions in back of auditorium; selective upgrade of lighting; selective replacement of flooring; seal all wall and ceiling penetrations (corridors for smoke & electrical rooms for fire); hard wire emergency lights at cafeteria; selective HVAC repair/replacement and electrical service upgrades as required; new eye wash for chemical mixing and dousing shower; and exterior painting.

Total project allocation – $4.4 million (partial GOB funding) Completion – March 2021
